Community Impact Grants

From strengthening local resilience to advancing health, youth opportunity, and financial security, Lycoming County United Way is mobilizing communities to action so all can thrive through the administration of Community Impact Grant Funds. We place the highest value on creating effective partnerships, volunteer leadership and governance, accountability and trust, and addressing identified community needs. Additionally, LCUW has established a focus on serving ALICE (Asset-Limited, Income-Constrained, Employed) and strives to strengthen individuals and families in Lycoming, Sullivan, and Tioga Counties by funding effective and targeted programs and services.

Our 2025-2026 Community Impact Grant Process is currently underway and only available to our 2024-2025 Community Partner organizations and their historically funded programs. Please continue to check our website for updates on future Community Impact Grant cycles and opportunities.

Homeless Assistance Program (HAP) Grants

Homeless Assistance Program (HAP) is a county-directed grant program through the Pennsylvania Department of Human Services. Grant administration is facilitated by the Lycoming County United Way. Agencies and organizations that offer a variety of supportive services to individuals and families experiencing or at risk for homelessness are eligible to apply for HAP funding. With HAP intervention, our neighbors in need will be able to meet their basic housing needs.

HAP funding is meant to provide supplemental help in these five areas:

  1. Bridge Housing
  2. Case Management
  3. Rental Assistance
  4. Emergency Shelter
  5. Innovative Supportive Housing

Emergency Food and Shelter Program (EFSP) Grants

The Emergency Food and Shelter Program (EFSP) began in 1983 and was created by Congress to help meet the needs of hungry and homeless people throughout the United States and its territories by allocating federal funds for the provision of food and shelter. That legislation created a National Board, chaired by the Federal Emergency Management Agency (FEMA) that consisted of representatives of the American Red Cross, Catholic Charities USA, The Jewish Federations of North America, National Council of the Churches of Christ in the USA, The Salvation Army and United Way Worldwide.

Nationally, the United Way administers the program, and locally, the Lycoming County United Way administers the program for Lycoming County.

EFSP funds are distributed to agencies/organizations through a competitive application process, and grant recipient agencies/organizations can use that funding to provide served meals or emergency groceries, lodging in shelters or hotels, emergency rent and mortgage assistance, foreclosure prevention, and utility assistance to individuals.
